Pension rights. Obtaining the quota

The obligation to pay contributions begins when you become a civil servant of the Civil Administration. Pensions are contemplated in the State Pension System.

Civil servant pensions are governed by the State Pension System, except for those who joined the service as of January 1, 2011, who will be integrated into the General Social Security System. It is a supplement to the healthcare available to MUFACE members.

Those civil servants included in the State Pension System must pay the pension contribution, whose amount is determined by applying the percentage rate of 3.86% of the base pay that corresponds to the Corps, Scale, Term, job or category to which the civil servant is assigned and whose amount is included in the budget law. Pension contributions are paid in fourteen monthly payments, these being double in June and December.

The obligation to pay contributions begins when you become a civil servant under the MUFACE regulations. It ends with the mutual society member's retirement or personal leave to care for children or relatives.

Contribution

The MUFACE contribution comprises two parts:

1. Worker's contribution

2. State contribution

The worker's contribution comprises a contribution base to which is applied a contribution rate. The contribution base is formed by a so-called base pay. The contribution is the base divided by 14 and multiplied by the rate. In the months when extra payments are made, the contribution is doubled.

WORKER'S CONTRIBUTION = (BASE PAY/14)* RATE

The State amount is formed by the rate approved the General State Budget multiplied by the base pay. The State contribution will be made monthly.

Suspension of the contribution

The obligation to pay the contributions is suspended when:

• The mutual society member takes unpaid leave.

• Is on definitive suspension.

Mutual society member in a special services situation

Those mutual society members in special services situations are also obliged to pay contributions.

Who goes to special services?

MUFACE mutual society members that go to special services are:

1. Mutual society members that are part of government in the General State Administration, Autonomous Communities, or EU Member States.

2. People that spend more than six months in international cooperation programmes.

3. Those who occupy positions as Top officials in Public Organisations or Public Administration.

4. Staff assigned to the Ombudsman or Constitutional Court.

5. Representative or Senator of the General Courts.

6. Designated as part of the General Council of the Judiciary

7. Personnel that become part of the temporary staff for the administrations.

8. People activated as voluntary reserves to provide services in the Armed Forces.

When in situations of special services, mutual society members keep the same rights and obligations as those who are registered including, therefore, the paying of contributions

They can pay 3 ways:

1. Through payment offices or offices authorised for their jobs.

2. If not paid in the previous manner, the payment offices responsible for the three-yearly pay rise may deduct the contribution.

3. Quarterly issuance of a bank debit provided the money is not obtained via the other two methods.

Mutual society member on voluntary leave

Mutual society members on leave for personal grounds can choose if they wish to maintain the contribution and remain registered. In the event of choosing to maintain their contributions, they must continue to make the payments. These people must pay both the worker and State the contribution.

The right to choose of these mutual society members must be made within a month from the start date of the personal leave. Once this month has passed, the right to choose will lapse and they cannot go back to being deemed a mutual society member with voluntary character.
